1The Challenge

Every site in the Rotterdam harbour cluster optimizes its own utilities behind its own fence. The Starlings project asked a different question: what value opens up when neighbouring sites start exchanging utilities with each other, and the cluster is run for its combined optimum instead of site by site?

2Our Approach

• Helped scope the concept at the start: what to test, what to leave out, and what a meaningful pilot would look like
• Helped select the first area in the cluster where the idea could be piloted with real sites
• Asked back at the end of the pilots to turn the results into a storyline the port could take to management and partners

• A concept that moved from idea to tested practice in one of the largest industrial clusters in Europe
• Pilot results condensed into a storyline that carried the decision on the next step
• Basis for the next phases of the cluster approach
